Official Submission and Publication Policy

 

Binding Rules for Authors
These policies govern all submissions to CCE 2026. By submitting a paper, all authors expressly acknowledge and agree to comply with the rules stated herein. Non-compliance will result in rejection or removal from the program without exception.
Our conference is currently in the process of obtaining IEEE registration for the 2026 CCE edition and the proceedings are intended for submission to IEEE, subject to full compliance with IEEE requirements.

1. Submission Platform and Deadline

All manuscripts must be submitted exclusively through the Microsoft CMT online system:
The link to submit the paper to the CMT system will be published on March 30, 2026.
  • Authors must:
    1. Select the appropriate technical area (track) during submission.
    2. Ensure that all submission information is complete and accurate.
    3. Verify the correct spelling and formatting of title, author names, affiliations, and abstract.
  • The submission deadline is May 15, 2026, at 23:59 P.M. - Central Standard Time, Time zone in Mexico City, CDMX (GMT-6)
  • The system will automatically close on the deadline date and time.
  • Late submissions will not be accepted under any circumstances.
  • Submission through any other means is invalid.


2. Language and Formatting Requirements

Papers that fail to comply with formatting requirements will be rejected at any stage of the process.
The Conference assumes no responsibility for editing, correcting, or modifying submitted manuscripts.


3. Maximum Number of Papers per Author (Mandatory Limit)

Each individual may appear as author or co-author on a maximum of two (2) papers across all conference tracks.
This limitation applies regardless of authorship position, including but not limited to:
  • First author
  • Corresponding author
  • Co-author
Submissions exceeding this limit will be automatically disqualified. No appeals will be considered.


4. Authorship Policy (Strictly Enforced)

The list of authors provided at the time of initial submission in the CMT system is final and legally binding.
The following actions are strictly prohibited after initial submission:
  • Adding authors
  • Removing authors
  • Reordering authors
  • Modifying affiliations
No exceptions will be granted for any reason, including but not limited to institutional requirements, funding mandates, visa issues or administrative errors.
The author list must match exactly:
  • The submitted manuscript
  • The CMT metadata
  • The Electronic Copyright Form
Any discrepancy may result in removal of the paper from the proceedings.


5. Title Policy (No Modifications Allowed)

The title submitted in the initial version of the manuscript:
  • Cannot be modified during review
  • Cannot be modified in the final version, unless a reviewer or editor ask some change during review stage
  • Must appear identically in all official records and copyright documentation
Title changes are strictly prohibited. Non-compliant papers will be excluded from publication.

6. Originality and Ethical Compliance

By submitting a manuscript, authors certify that:
  • The paper is original.
  • It has not been previously published.
  • It is not under review elsewhere.
  • It does not substantially overlap with other published or submitted papers.
  • Advancement of the state-of-the-art
  • Proper citation of relevant literature
  • Clear research methodology
  • Validity of results
  • Quality of writing and structure
All submissions will be screened using the IEEE CrossCheck system for plagiarism or similarity, duplicate submission, improper reuse, and AI-assisted paraphrasing of previously published material.
Confirmed violations will result in Immediate rejection.

7. Peer Review and Final Decision

Each paper will undergo rigorous peer review with a minimum of three reviews.
Acceptance is conditional upon:
  • Positive technical evaluation
  • Compliance with formatting rules
  • Full adherence to all submission policies
  • Completion of all administrative requirements
The Technical Program Committee reserves full and final authority over acceptance decisions. Decisions are not subject to appeal.

8. Final Version Requirements (Publication Eligibility)

Acceptance does not guarantee publication.
For a paper to be eligible for publication and submission to IEEE, authors must:
  1. Submit the revised final manuscript by July 17, 2026, at 11:59 P.M- Central Standard Time, Time zone in Mexico City, CDMX (GMT-6)
  2. Attend all reviewer comments and send a reply letter indicating point by point the changes carried out in the new version of the paper.
  3. Generate an IEEE Xplore-compliant PDF using IEEE (The Conference ID will be published once IEEE grants us sponsorship for our CCE 2026 conference ( https://ieee-pdf-express.org/ )
  4. Before creating your final PDF file, add the copyright notice to the bottom of the first page of your source document. Select one of the 4 options indicated below: 
    1. For papers in which all authors are employed by the US government, the copyright notice is:
      • This information will be available when IEEE provides it to us.
    2. For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is:
      • This information will be available when IEEE provides it to us.
    3. For papers in which all authors are employed by the European Union, the copyright notice is:
      • This information will be available when IEEE provides it to us.
    4. For all other papers the copyright notice is:
      • This information will be available when IEEE provides it to us.
  5. Upload the validated PDF to the CMT system.
  6. Complete the Electronic IEEE Copyright Form (eCF), the copyright information will be sent after the paper is presented at the conference.
  7. Ensure all metadata in CMT is accurate and final.
  8. Failure to comply with ANY requirement will result in:
    • The paper not being scheduled in the program.
    • The paper not being submitted to IEEE Xplore.
    • Removal from the official proceedings.
  9. No extensions will be granted.


9. No Post-Deadline Changes

No modifications will be accepted:
  • After the final submission deadline
  • During proceedings production
  • After the conference
  • After submission to IEEE
This includes:
  • Corrections to text
  • Changes in figures or tables
  • Metadata updates
  • Author list adjustments
  • Title modifications
The final submitted version is definitive and irrevocable.


10. Presentation Requirement (Mandatory)

At least one registered author must present the paper.
Presentation modalities:
  • Authors residing in Mexico City and metropolitan area: in-person presentation required.
  • International authors and authors from aboard of Mexico City: online or in-person presentation allowed.
Failure to present (No-Show) will result in:
  • Exclusion from submission to IEEE
  • Exclusion from official indexed proceedings
  • No ISBN or IEEE Catalog Number assignment
This rule is strictly enforced without exception.

11. Copyright and Publication

  • Once IEEE grants us sponsorship, the Proceedings are sponsored by IEEE, which retains copyright for accepted papers.
  • One designated author must complete the Electronic Copyright Form.
  • We suggest that the author signing the copyright agreement have easy access to their email, as IEEE will send the agreement signing information via email.
  • Only papers fully compliant with IEEE requirements will be submitted for indexing consideration and will be submitted for inclusion into IEEE Xplore as well as other Abstracting and Indexing (A&I) databases.

12. Limitation of Responsibility

The Conference Organizing Committee:
  • Is not responsible for author errors.
  • Is not responsible for missed deadlines.
  • Is not responsible for technical upload failures caused by authors.
  • Is not obligated to remind authors of pending requirements.
  • Is not responsible for unethical practices, such as submitting papers to other conferences during and after the evaluation and acceptance process, which may cause disruptions to the Crosscheck system.

Authors who withdraw their papers after evaluation and acceptance will not be eligible to participate in future CCE issues for the next five years.

Responsibility for compliance rests solely with the authors.


13. Deadline

Deadline Full Manuscript: May 15, 2026 
Review Notification (Phase 1):  Before June 19, 2026 
Final Revised Manuscript:  July 17, 2026 
Final notification (Phase 2):  July 31, 2026
Payment:  Free
